Mr. Liu Xiaochun obtained his Bachelor Degree of Laws and Master Degree of Economics from Peking University, MBA from Roosevelt University (Chicago), and Ph.D. from Peking University Law School. He worked in provincial legislature in mainland China, public company listed in Hong Kong, and WTO affairs organization for many years before he joined China’s leading international arbitration institution at Shenzhen in 2007. From 2007 to 2012, he acted as the Deputy Secretary-General of China International Economic and Trade Arbitration Commission South China Commission (later renamed as “South China International Economic and Trade Arbitration Commission” and “Shenzhen Court of International Arbitration”, the SCIA). Since 2012, he has been acting as the President of the SCIA.
Dr. Liu has long been committed to the internationalization and diversification of China's commercial dispute resolution mechanism. In 2012, he pushed China’s arbitration institution to establish international corporate governance structure by way of statutory legislation. In 2013, he launched Greater Bay Area Arbitration and Mediation Alliance, and the China’s first capital market disputes resolution center. In 2017, he established China’s first overseas arbitration hearing center in North America. In 2018, he initiated the first merger of arbitration institutions in China.
Dr. Liu is panel arbitrator in various international arbitration institutions. His expertise includes international finance, international trade and WTO affairs and has resolved a large number of international commercial disputes. In 2015, he resolved China’s ever largest arbitration and mediation case, parties of which came from China and United States with their 15 representatives coming from 5 countries.
