Ms. Zhao received her Degrees of Bachelor, Masters and Ph. D in Law from the Law School of Peking University in China. She served as a member and the chair of the appellate body of the World Trade Organization from 2016 to 2020. 

Previously Ms. Zhao worked in the China’s Ministry of Commerce and its Department of Treaty and Law, Office of International Trade Negotiation Representative, Anti-Monopoly Bureau, and Department for World Trade Organization Affairs. She participated in a number of important negotiations on international trade, including the Trade Facilitation Agreement negotiations and negotiations on expansion of the Information Technology Agreement. She has extensive work experience in international economic law, international trade law and WTO affairs.
